Charlotte’s background is in academic research on outer space governance, policy, and law. She spent three years working at the Outer Space Institute, a research group conducting transdisciplinary research into outer space. There, Charlotte contributed her expertise in addressing issues like space debris, uncontrolled reentries of space objects, space mining, domestic commercial licensing, and planetary defence, among others.

Charlotte holds an MA in Political Science and a BA in Honours Political Science (with a History Minor) from the University of British Columbia, where she specialised in outer space politics in both degrees. In her MA thesis, Charlotte examined how the US Federal Communications Commission investigated the environmental impacts of satellite mega-constellation applications. In her BA Honours thesis, she explored how international space and maritime treaties regulated resources beyond national jurisdictions.
