This report to the Department for Business Innovation and Skills provides an independent analysis of the impact of the consultation proposals on gross and net pub closures and employment levels within the pub industry, using whatever robust evidence can be accessed, to inform the final stage impact assessment of the likely costs and benefits of the proposals. In particular, the analysis should model the potential impact of a mandatory free‐of‐tie option and the impact of introducing a Statutory Code on pub closures and employment levels, using commercially confidential data that the pub companies (pubcos) generously permitted London Economics to have access to for the purpose of this study.
