London Economics was commissioned by the UK Intellectual Property Office (UK-IPO) to provide an impact assessment of four different options for the revision of the current conditions for exemption from payment of music licensing fees for the public performance of musical work. The impact assessment sought to understand, and where possible quantify, the likely costs and benefits of implementing each of the options, including the likely impact on the fees collected by the collecting societies and the probable effect on the relevant users.
