This report provides estimates of the cost of compliance with current safety, health and environmental regulations in excess of the minimum costs necessary to ensure current levels of protection, describes the perceived benefits of these regulations and sets out a number of proposals for reducing the cost of compliance with the current regulations while maintaining current levels of protection.
