London Economics were commissioned by Million+ to undertake an analysis of higher education funding and student funding regimes ahead of the parliamentary review taking place in 2009. The analysis involved modelling the current student support arrangements in relation to HEFCE resource allocation and current student support arrangements (maintenance grants and loans and tuition fees and loans), as well as a number of alternatives to the current system.
