Tom Goulding is a Senior Economic Consultant and specialises in work with the Space team. His role entails economic and econometric analysis, primarily focusing on delivering market analysis, socioeconomic impact assessments, and supporting bespoke cost benefit and cost effectiveness analyses.

Since joining LE, he has played a key role in supporting the development and reporting to EUSPA of a cost-benefit analysis (CBA) to support estimates of the value of European investment into GNSS. For a project with the European Space Agency (ESA) on a Space Based Solar Power renewable energy solution, he led analysis of the European energy market product mix and generation costs. He also worked on a UK Space Agency-funded development of an innovative Earth Observation tool – including analysis of the viability of exporting such a tool to the global market. Other public sector clients include Scottish Enterprise and UK Research & Innovation. In the private sector, Tom has performed multiple detailed telecoms market analyses to assess regional satcoms business cases for a number of clients.

Tom holds both an M.Phil and a B.A. (Hons) in Economics from the University of Cambridge. Prior to joining LE in 2020, Tom worked in a specialist Future Of Work research consultancy (HSM Advisory), engaging with multinational corporations to analyse, improve, and apply academic insights to their employee wellbeing and future proof their business.
